The Charter of the Boy Scouts of America states that "the purpose of this corporation shall be to promote, through organization and cooperation with other agencies, the ability of boys to do things themselves and with others, to train them in Scoutcraft, and to teach them patriotism, courage, self-reliance, and kindred virtues, using methods which are now in common use by Boy Scouts." The Purpose of the Gateway Area Council is to guide and support its districts for the achievement of the movement's purpose. Councils establish policies and programs.
